What moves the price

  • Transaction volume. A company hiring one person a year and a company hiring one a month need different pricing models.
  • Licence type. Mainland, free zone and offshore files involve different authorities and different steps.
  • Urgency. Express and same-day services carry premiums set by the authority and by the PRO.
  • Document readiness. A clean file costs less than one that needs attested certificates and translation.
  • Government fee changes. Tariffs change, so compare the invoice with the authority's published list.

How to read these prices

These are indicative ranges compiled by the Moathaq editorial team from published rate cards, public tariffs and typical market prices. They are not government tariffs and they are not quotes. Last reviewed: October 2026. Your quote will differ, so always ask for a written quote before work starts.

Every PRO invoice has a government fee and a service fee. The ranges above are service fees unless the item says otherwise, because government fees are the same at every provider and change with the tariff. The service fees are typical Dubai prices; in the other emirates they are often similar or somewhat lower.

A package looks cheap until you count what it excludes. Count the transactions you expect in a year and divide the price by that number before you compare it with per-transaction pricing. Our guide to what a PRO service actually does explains the work behind each line.

How to get a fair quote

Ask for a written fee schedule that separates government fees from service fees, with a sample receipt. Ask which government channels the company is registered on and who in the office will handle your file.

Check its trade licence for a documents clearing activity. Our explainer on documents clearing covers what to look for.

Frequently asked questions

Is a PRO package better than paying per transaction?

A package pays off above about 8 to 10 transactions a year. Below that, per-transaction pricing at AED 100 to 500 is usually cheaper.

Do government fees come on top of the PRO fee?

Yes. The authority's fee is charged at cost with its receipt, and the PRO adds a service fee for the work.
