In Dubai, driving lessons for a UAE licence are given only by driving institutes approved by the Roads and Transport Authority (RTA). In the other emirates, driving schools are licensed by the police licensing authority of the emirate. Lessons from an unapproved instructor do not count towards the licence.

How the process works

You open a learner file, attend theory classes, take the theory test, complete the required practical lessons and then sit the road tests. The number of lessons depends on the emirate, the vehicle type and your experience. Holders of a licence from some countries can convert it without lessons; check the eligible list with the RTA or the police.

What it costs in 2026

  • Full car licence package for a new learner: often AED 4,500 to 8,000 in total
  • Extra practical lessons: charged per lesson on top of the package
  • Re-test fees: charged each time a test is repeated

These are typical Dubai prices; in the other emirates prices are often similar or somewhat lower.

Before you pay

Ask for a written breakdown of the package: file opening, theory, the number of practical lessons, test fees and what is charged if you fail a test. Ask about lesson times, female instructors and how far ahead lessons must be booked.

Check the badge first, then read the reviews and the response rate. Ask for a written quote that names the company on the licence, and pay only to an account in that company's name.
