A PRO handles the government paperwork a company cannot afford to get wrong: residence visas, labour contracts, the MOHRE establishment card, Emirates ID, trade licence renewals, tenancy registration (Ejari in Dubai) and document attestation.
The work runs through three channels:
- Tasheel centres for the Ministry of Human Resources and Emiratisation
- Amer centres for residence visas in Dubai (in the other emirates, residence visas go through ICP)
- The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) for Emirates ID
A PRO who knows which counter handles which step saves days. Fines for a late renewal or an unfinished cancellation land on your company file, so the person doing the work should be someone you can name and call.
Where the risk sits
The risk is control, not cost. A missed visa cancellation or an expired licence fines the company, not the PRO. Look for a company licensed with a documents clearing activity, ask which government channels it is registered on, and insist on receipts for every fee it passes on.
What it costs
On top of the government charge:
- Annual packages: about AED 2,000 to 6,000
- Per-transaction service fees: AED 100 to 500
These are typical Dubai prices; in the other emirates prices are often similar or somewhat lower.
Before you pay
Check the badge first, then read the reviews and the response rate. Ask for a written quote that names the company on the licence, and pay only to an account in that company's name. See typical prices in our price guide.

Frequently asked questions
What licence should a PRO company have?
A trade licence from the emirate's economic department (DET in Dubai) with a documents clearing or related activity, which you can read on the licence and the register. Ask which government channels it holds, such as Tasheel and, in Dubai, Amer, and the name of the person who will handle your file.
How much do PRO services cost?
Annual packages typically cost AED 2,000 to 6,000, monthly retainers AED 500 to 1,500, and single transactions carry a service fee of AED 100 to 500. Government fees are separate and must appear as their own line, with the official receipt attached.
What are the red flags with PRO agents?
Avoid anyone who keeps an original passport or trade licence without a signed receipt, quotes one lump sum for a visa, or asks for your UAE Pass password. A visa priced far below other companies may not be fully paid to the authority.
How long do typical PRO transactions take?
A new employee visa usually takes 7 to 14 working days, including the MOHRE work permit, medical test and Emirates ID. A licence renewal takes 1 to 3 days when the registered tenancy contract (Ejari in Dubai) is valid and documents are ready. Ask for a status check by transaction number.
